Bill,

Perhaps the WSJT-X code used to determine if a decoded is painted green 
could be re-purposed to provide the flag. With your recent changes, 
painted Green CQ decodes should now be UDP Reply acceptable.

Perhaps I should have referred to this new flag as "CQ painted Green" 
rather than "UDP Reply Acceptable".
