DATE-OBS keyword should reflect -interval setting

The DATE-OBS keyword is always set to the start time of the observation by WSClean. The DATE-OBS keyword is unfortunately not very well standardized (e.g. some software put in time centroids, other put in start time), but when using the -interval parameter, it would be useful to distinguish different FITS files from the DATE-OBS keyword. Thanks to A. Rowlinson for reporting.
