[Wrapper-user] Resolve Partial Assembly failed for Microsoft.VC80.CRT

I am getting a strange error when trying to run the wrapper on a freshly
installed Windows 2003 server box:

"The system cannot execute the specified program."

Looking at the Windows Event Log, I see:

Generate Activation Context failed for D:\java\wrapper-
windows-x86-32-3.2.2\bin\wrapper.exe. Reference error message: The operation
completed successfully.

Then:

Resolve Partial Assembly failed for Microsoft.VC80.CRT. Reference error
message: The referenced assembly is not installed on your system.

Any idea what I need to do here?  Everything works ok on my Windows XP (SP2)
box, but not on my 2003 server box, or another XP machine which doesn't have
SP2.
