Tony,
I don't have a Windows 2003 system to play with. However, as the
error states,
this is a security problem. Doing a quick google search turns up
several hits.
Search: "An attempt was made to access a socket in a way forbidden by
its access permissions." Windows 2003
This one says that it was caused by the ports already being in use.
I doubt that
all 1000 ports in that range would be use however.

Can you look over the google responses and see if anything makes sense.
This feature works great for a lot of users so it is most likely
something about
your system or maybe Windows 2003?
Can any other users verify that this works under Windows 2003?
