I don't think you can do this with integration method 1. You would probably have to use integration method 3, and write a process that scans the config directory for changes at regular intervals, and triggers a restart through the service wrapper API's if a change is detected. Or, you could use integration method 1 and have a cron job scan for changes and run wrapper restart. Perhaps there are other options, but I can't think of any.
