[Wrapper-user] Java Service Wrapper Version 3.1.2

Tanuki Software is pound to announce the release of version 3.1.2 of the
Java Service Wrapper.

This version includes a fairly major bug fix caused by an integer overflow
which can cause the JVM to shutdown in 3.1.0, or restart in 3.1.1 at
certain times. The last restart was on August 21, 2004, and the next
will be on October 10, 2004. It will repeat at this regular interval.
Users who have been using the new tick based timer are not affected.

There were a number of other minor fixes and features added as well.
