Yes, that has all been implemented and is currently undergoing testing.
To enable the new scheduler, set the following property in your wrapper.conf
file:
wrapper.use_system_time=FALSE

Run the "build doc" target as well. This will, of course, build the
docs. The
new scheduler is all documented in there as well, so if you have any
comments
on them, I would appreciate that as well.

As always, be sure to read over the release notes. There have been lots of
changes in this release so far, and I'm hoping to get several more in before
the next release.
