I am using 3.3.1 . I ended up finding out that the issue was I had a handle config file pointing to my public IP and needed it to be pointing to the private IP behind the firewall to get the JVM to run the test on some ports. I also got rid of having an encrypted passphrase and went with an unencrypted one. I found this solution was recommended for my dspace setup.
