We JAVA application using DB2 works well with out JAVA
Service Wrapper, when Integrated with JAVA Service
Wrapper , there is a failure when the init DB2 driver.

My first guess is that your DB2 driver is not able to locate
its native libraries correctly. That should be obvious
from the stack trace.
Normally Java doesn't use a library path and thus locates
its libraries from the PATH by default. When using the
Wrapper, a library path is specified so the default does not
work. You have to specifically add the location of the
libraries.
I experienced the same problem using the
COM.ibm.db2.jdbc.app.DB2Driver driver.
It works fine with the COM.ibm.db2.jdbc.net.DB2Driver (pure
java). Your suggestion (specifing the <DB2_HOME>/BIN
directory with a wrapper.java.library.path.<n> property for
including the native libraries) works fine too with the
"app" driver. No bugs into the Java Service Wrapper!!! :))

Try adding that with the following property:
wrapper.java.library.path.append_system_path=true
