When trying to add a new announcement to the site,
after filling in information and clicking "Submit", I
received this response:

You're not allowed to submit a news article.

The system thought that I submitted a news article,
whereas I was really submitting an announcement. (As
clear from the message, I don't have news article
posting privileges.)

Expected result:

Announcement added to the front page as expected, as
an announcement.

Furthermore:

The current behavior may cause announcement
submission to succeed for those who have both
announcement *and* news article submission privileges.
However, the content posted may be incorrectly
recorded as news articles. Please verify.
