The format you use looks good. Double quotes are required only around
fields containing spaces or a literal comma.
I suggest that you initially start deleting (or renaming) your current
addressbook.csv and use wphfgui to create the file and add numbers.
This way you can check if the problems were related to encoding or format
of the file.
Also, ensure the file itself (other than the directory) has write access
for your user.

Hi Lorenzo,
I installed wphf-reloaded 64Bit on a windows 7 Machine as described
in Installation-Instructions.
Works like a charm !
But Address-book does not show up.
Address Book Directory ist set to c:\temp, Access for all Users
permitted.
File "addressbook.csv" looks like this:
"Arnsberg",1234567
"Aschaffenburg",8901234576
but also
"Arnsberg","1234567"
"Aschaffenburg","8901234576"
is not recognised.
Are there additional Settings necessary ?
Does the Codepage matter ? (tried UTF-8 and Windows-1252 Latin)
Will it be possible to use "addressbook.csv" from a Network-drive ?
