#11 Scandinavian chars won't work

When viewing subject lines with scandinavian chars in
them, the contents shows up encoded as in:

Jřrgen Bang
=?iso-8859-1?Q?j=F8rgen?= bang

works fine on my version...maybe locales were not installed?
