Example: Yeah, I can see where this would get confusing. It seems that it comes down to requiring events to happen within a window before workrave considers the user active. If the two events are further apart in time than the noise value, then workrave ignores it. If the two events are closer together in time than the activity time, workrave ignores it. Thus two or three rapid keystrokes would be ignored. However, the next one will cause activity to begin if it's done within the 9s time frame. I think that I understand it and it's still confusing! I see why you pulled it :). You've obviously gone to a lot of effort to come up with an algorithm that tracks usage. Once monitors can track eye activity, you'll probably be able to refine this algorithm to meet the needs of folks like myself.
