#646 error: I can't find the format file `xelatex.fmt'!

Sometimes, when I generate xelatex, I have got the following error message

xelatex -no-pdf -interaction=nonstopmode -shell-escape -output-directory ./ AkhmHoch15.tex
This is XeTeX, Version 3.1415926-2.4-0.9998 (TeX Live 2012/Mageia)
\write18 enabled.

kpathsea: Running mktexfmt xelatex.fmt
fmtutil: format directory /var/www/.texlive2012/texmf-var/web2c' does not exist. I can't find the format filexelatex.fmt'!

Since this is sometimes, I guess it's a node thing. I'll talk to rhpcs.

Andrei, is this bug reproducible? If you can show me a page that always shows it, I'll see if I can fix it.
