Summary: LGHT0151: Merge modules cannot contain the 'Error' table.

Initial Comment:
Unable to build a merge module containing IIS-related 
elements (WebSite, WebApplication...) that define 
custom errors (sca.wxs). Light produces the following 
error:

e:\delivery\Dev\wix2.0_public\src\ca\serverca\scawixli
b\sca.wxs(17) : error LGHT0151 : An unexpected row in 
the 'Error' table was found in this merge module.  
Merge modules cannot contain the 'Error' table.

This should rather be reported as a warning.
