[WiX-users] Per-User install warnings on files

I have now converted my installation from ProgramFiles to PersonalFolder.  =
The only remaining warnings are...

warning LGHT1076 : ICE91: The file 'File_1' will be installed to the per us=
er directory 'INSTALLDIR' that doesn't vary based on ALLUSERS value. This f=
ile won't be copied to each user's profile even if a per machine installati=
on is desired.

What are my options for fixing this warning?  Should I be setting the ALLUS=
ERS value somehow?  It seems safe to ignore, but I prefer to fix warnings i=
f possible.
