The How To: Look Inside Your MSI With Orca topic states:
Microsoft provides a tool with the Windows Installer 4.5 SDK, called Orca, that can be used for this purpose. Once Orca is installed you can right click on any MSI file from Windows Explorer and select Edit with Orca to view the contents of the MSI.
However, it neglects to mention that installing the SDK doesn't actually install Orca. You have to go into the SDK install directory, find the Orca.msi, and run it.
