    The verbose logs don't show anything. They show the SqlDatabase extension not running at all.

    Added a FirewallException to an installer that still uses XmlFile and guess what! No firewall exception is made! XmlFile breaks lots of stuff, guys.

    Converted to XmlConfig and the issue remains.

    Removing the components and componentRefs results in the SqlDatabase and FirewallException work. Nothing in the logs still. They just don't execute in the presence of anything Xml.
