#1419 3.0.4721.0 breaks "checkout on edit" source control

Recently upgraded my wix to 3.0.4721.0 in visual studio 2008 team edition for developers. Now, when I try to edit a file that's checked in (TFS), it isn't automatically checked out.

This happens in any project within a solution with a wix project.

I verified all source control settings as being correct.

I opened a different solution without a wix installer project and verified checkout on edit still works.

I uninstalled wix and verified checkout on edit works for the same solution (now without the wix project) that it didn't work in before.

I reverted to 3829 and everything works as expected again.
