Repairing an installed COM+ component causes the shared DLL ref count in HKLM\Software\Microsoft\Windows\CurrentVersion\SharedDLLs to increase. This is because the components are added to the COM+ catalog when they are already in there. The repair should remove and add or check the catalog is correct. This prevents an install after an uninstall subsequent to a repair because the COM+ components still exist (They are not removed on an uninstall because of the ref count). The only way to resolve it is to remove the components and registry keys manually.
