#1311 No warning when Patch fields have invalid lengths

I noticed this in v2.0.5325.0. It may already be fixed in a later version.

When creating a Patch, the maximum length for TargetImage and UpgradeImage Id fields is 13 characters, however candle and light give no warning or errors. This causes msimsp.exe to fail with generic error:

Reasonable issue but we're not likely to another release of WiX v2 for it. Moving this to WiX v3.
