If SqlDatabase is used as a non-component child anchor for SqlString, etc, it should be permitted to fail gracefully on uninstallation if the database connection cannot be made.
If SQL Server is off or uninstalled prior to running SQL scripts, not allowing ContinueOnError will block uninstallation.
