#1256 Installing Votiv with VS2008

When I try to install Wix-3.0.2925.0.msi on my machine with WinXP SP2 running VS Team System 2008 (9.0.21022.8 RTM) I get the error message with title "Windows Installer XML v3 Prerequisites"
and the message of
"
Votive, the WiX project and editor package for Visual Studio, cannot be installed because Visual Studio Standard Edition or higher is not installed
"

This post http://www.mail-archive.com/wix-devs@lists.sourceforge.net/msg04242.html describes the same problem but doesn't provide a fix that works for me.

Does Votiv work with VS 2008 > V9.x? It says it does on the main WiX page http://wix.sourceforge.net/votive.html
