#1254 Shortcut does not correspond to parent

The Shortcut Element does not always correspond to the parent if embedded in a File or CreateFolder.

It appears to correspond to the KeyPath of the component that it is embedded in instead of the parent File, CreateFolder, or Component's Directory as mentioned in WiX.chm and the tooltip for the shortcut element in Votive.

This is MSI behavior we can't change - so I've added a warning to warn people in this situation, so they're aware that the shortcut might not be pointing where they expect.
