#1236 Error / Warning dialogs shouldn't be at top of screen

Modal error / warning dialogs in WixUI such as those created by launch conditions, currently appear at the top of the screen instead of the center of the parent dialog. At least they should be at the center of the screen.

The current positionig is inconsistent in regard to the positioning of modal dialogs in nearly every program.
It also doesn't look good on large screens.

In build 4123, the cancel dialog position was changed to the screen center, so it should be done for other modal dialogs too.
