#1186 Author min version to process transforms and patches
Torch should be able to set the minimum version required to process the produced transforms in the Page Count summary property. Ideally, any transform features that require a specific version or higher should enforce that version or higher of MSI to process that transform.
Also, patches should support authoring the Word Count summary property for the same reason, though this is a lookup table instead of the major*100+minor as in other places.
Discussion
The direction in http://msdn.microsoft.com/en-us/library/aa370570.aspx is to set the Page Count for a transform to the greater of the the two input databases' Page Count value. The Differ is currently taking only the updated row value if these two differ, but must take the greater of the two versions.
