#63 Other custom reaction options

Other then Accept,reject, etc how about being able to
allow other things to happen DUE to one of those options.

Exmaple:

Users does a File Write C:\SVN\*
Filters setup to watch C:\SVN\*
Winpooch accepts the file write and then executes
anther set of commands,etc. (in this case it could be
set to auto commit changes to a SVN)

The SVN thing is just an example. I can think of a lot
of other thing I'd like to due in the event that this
file or that file is read or written to/from.
