Is possible to add two new commands

1) motd news

For example when somebody login the bot send the
news bot like X.

2) Autotopic Feature

somethink like this
/msg bot set #chan topic-lock

The topic cant be change after an admin turn the topic
lock off.

As I know, X ain't sending any news, it's just the "greetings"
sql table, if u know anything about GNUWorld.

Hi i'm just curious how i'd be able to change the commands
in the tcl is there a way to do it or would it screw up the
whole bot to where it would be useless? The following are
what i want to change in the tcl script
