The proper way to convert a save from Xbox 360 format to PC
1) Save your Xbox 360 savegame on your USB flash disk. If you've been playing off of the Xbox 360 hard drive then you can go to the Xbox 360 dashboard, scroll to the right until you reach the settings, select System, select Storage, find your Borderlands savegame. Select the savegame, select Copy, select Memory Unit. It saves the game to the USB flash drive. You are done here and you can turn off the Xbox 360.
2) Now plug your USB flash drive into the PC. Xbox 360 flash disks are not directly readable on the PC, so now you need to use a program like Horizon or USB XTAF Explorer v44 to read the USB flash disk and copy the savegame file SAVE????.SAV to your PC desktop. ???? Is a hexadecimal number, most often 0001, but could be 0002, 0003, etc. Check youtube.com if you need some help in how to use one of these tools.
Before you can use your savegame you need to convert it to PC format and make sure it has a proper filename and save slot reserved for it so it doesn't overwrite another savegame, so a few steps to do that.
3) Create a new character in the PC format by starting up Borderlands PC and playing the game until you reach the first checkpoint and it saves your game. Exit Borderlands PC.
4) Open the new PC savegame file you created in WT#. It should be named SAVE????.SAV where ???? is a hexadecimal number, such as SAVE0001.SAV. It should be located in the folder My Documents\My Games\Borderlands\SaveData. Look at the name and level of the character or your equipment to make sure this is the right character. We are going to overwrite the character and destroy it. Write down the exact name of the file because you will need to use it later.
5) Click on the General tab in WT#, find the save slot number and write that down. The file name and save slot number are all you need from the new character you created.
6) Now, open the Xbox 360 savegame that you copied from the USB flash disk to your desktop in WT#. Go to the General tab and change its save slot number to the one that you wrote down from step 5.
7) Click on File->Change Save Format->PC to change the format to PC, then click on File->Save As to save the savegame. Find the new PC savegame that you just created for the PC and wrote down the file name of in step 4 and select it to overwrite it. WT# will ask you if it is ok to overwrite, choose yes.
Its not absolutely necessary to create a new character on the PC if you know what you are doing, but that is the safest way to make sure you have a proper save file name and save slot number that is different from your other existing characters. You could just manually look in your save folder and find the highest SAVE????.SAV file number and choose the next one and set the save slot number to be the same decimal number as the ???? hexadecimal portion. For instance, if your highest current save number is SAVE0009.SAV then the next hexadecimal number would be SAVE000A.SAV and the save slot should be changed to the decimal equivalent of 000A, which is 10. No hexadecimal conversion or thought is needed to just copy the save file name and save slot from a new character that you created in game though so it is prone to less error.

Note that the save slot number is critical on the PC and if you fail to set it you can have a save that loads from one file then overwrites a different file when it autosaves. For instance sometimes people may try to make a copy of their existing character by just copying SAVE0001.SAV to SAV0002.SAV with Windows Explorer, but that is a fatal error if you do not open WT# and change the save slot number from 1 to 2. When you load the SAVE0002.SAV it will still save over SAVE0001.SAV and overwrite the save you were trying to protect by making a copy.
