I recently decided to increase my siren's level from 36 to 40. I did also make sure to give the 4 extra skill points that I would've gotten to make sure everything stays the same. The problem is now, no matter what gun I pick up, buy, or make, it'll say the guns level is 36 when I equip them on any slot. I'm level 44 now and I made myself a hellfire and got a nice defiler from Knoxx's Armory, the hellfire was 44 and the defiler was 41. They show their proper levels in my backpack, but when I equip them their levels change to 36, but their stats stay the same. Is there something I overlooked and is there a way to fix it so it shows the proper gun level?

Proficiencies were originally meant to effectively downlevel equipment so that you could equip weapons above your character level. Before Borderlands was released, they pulled that feature, but the effective downleveling is still in the game.

Note that weapons in some of the DLC content spawn at your level, but weapons in the base game spawn at a fixed level based on how far into the story they are. I believe if you get to the end of the first playthrough then the weapons dropped at the very end of it or maybe at the very start of the second playthrough are around level 36. If you go from there to the the zombie DLC however for instance the weapons the drops there would be level 44.
Since I haven't ever heard of this problem before and the game hasn't had any updates for quite awhile I think its most likely you are mistaking one weapon for another or loading an old savegame instead of the one you thought you were loading. Perhaps you are not clicking Save Changes when editing an item to commit the changes to it before switching to another item then clicking Save or Save As from the file menu when you are completely done editing to write it all to the disk.
When you say that the level shows properly in your backpack are you talking about inside the game or inside WT#?
