I have been using WillowTree#Beta10r13 in the past but it would appear even some of the files I have not modified will not open in the latest version. I have been unable to open any of my savegames from 3 different devices using 2.2.1.102. BL loads the saves fine, and WillowTree#Beta10r13 also opens the saves.

This is likely an issue with improper installation or insufficient user access. WillowTree# 2.2.1.102 can open the save file you linked just fine. Make sure that the WillowTree# data files are present in the Data subfolder of the folder that WillowTree#.exe is installed in and that the user running WillowTree# has read and write access to this folder and to the savegame file. As a troubleshooting measure you may try to unzip the WillowTree#-2.2.1.102.zip file into a subfolder of your desktop or my documents folder since most users should always have read and write access to subfolders created there.

It does appear that the file begins to be loaded as the title bar changes to the characters name level etc until a "Could not open save." dialog is presented.
I ran a PROCMON trace of WillowTree#.exe and found it accessing an XML directory in:
C:\Data\xml\Games\Borderlands\Editors\WillowTree#-2.2.1.102\Data\xml
Which appears to be kind of a wacky path considering the directory I am running the exe from.
Upon attempting to load the savegame PROCMON indicates a stop when attempting to access the gd_skills.xml from what I would consider the "correct" directory which does not exist.

Below this is messy and a bit long as it is the PROMON trace from the start of loading the savegame.
Ok looking at your log I can tell you what the problem is. There's a section of the code that replaces "Data" folder with "Data\Xml" when it detects that the file being loaded is an Xml file. It was a bit of a hack put in when someone in the past wanted to use XML data files instead of INI. Unfortunately its a rather primitive replacement that is not written in a way that does very sophisticated parsing so it is catching the first Data in your path and replacing it there. You'll need to put WT# in a folder that doesn't have Data in the path already so it wont get confused.

I have written a patch to fix this and possibly a few other things (like removing generic exception handling in a few cases). Pretty much it's just using the methods in the System.IO.Path class instead. Although only XML.cs was affected by this particular bug, I decided to extend these changes to all the other source files. There might be a few bugs introduced, but it worked for my initial tests. So I would recommend some additional testing if you decide to use this patch.

Ok looking at your log I can tell you what the problem is. There's a section of the code that replaces "Data" folder with "Data\Xml" when it detects that the file being loaded is an Xml file. It was a bit of a hack put in when someone in the past wanted to use XML data files instead of INI. Unfortunately its a rather primitive replacement that is not written in a way that does very sophisticated parsing so it is catching the first Data in your path and replacing it there. You'll need to put WT# in a folder that doesn't have Data in the path already so it wont get confused.

I have written a patch to fix this and possibly a few other things (like removing generic exception handling in a few cases). Pretty much it's just using the methods in the System.IO.Path class instead. Although only XML.cs was affected by this particular bug, I decided to extend these changes to all the other source files. There might be a few bugs introduced, but it worked for my initial tests. So I would recommend some additional testing if you decide to use this patch.
