When i load my save game into willowtree and make changes i do not encounter any issues. i dont build my own guns just upgrade the quality on the ones i have to make them stronger. But when i save the file i've noticed the file size shrinks and the XBOX freezes when i try to load it and will not play at all. i've even tried not making ANY changes but just opening the save game, saving it (file size still shrinks), and it will still freeze when trying to play it. Not sure what causes this but i also discovered the console ID goes to 0. Which i've tried manually adding in with horizon which will put it in there but still does not work. What can i do here?

If you can send me a copy of the save before you edit it in WillowTree# I will try to reproduce the problem. It is not abnormal for the file size to change when you edit an Xbox savegame because WillowTree# changes the icon. That does not cause the savegame to stop working though.
With the Xbox there is additional software required to actually read and write the Xbox formatted flash drive. These utilities should not need to re-sign the Xbox files created by WT# but they are needed to actually write it onto the specially formatted Xbox drive. If the profile ID is changing to zero then I suspect that the software you are using to do this is not working or not being operated properly. I typically use Modio 3.0, but I have heard of USB XTAF Explorer and LeFluffie as other tools that also do this. Horizon is one I've not heard of before, so I don't know if it is a suitable tool or not.

I can't detect anything wrong with your savegame. I used it fine with Modio 3.0.
Steps that I used:
1) Start WillowTree# 2.2.1.102
2) Open the savegame from the file menu of WT#
3) Save the savegame by clicking save on the file menu of WT#
4) Close WT#
5) Start Modio 3.0
6) Click "Open a save", locate the save file and open it
7) Select a Profile/DeviceID set from the pulldown menu next to the "Edit ID Sets" button if you want to change the profile or device id or enter the Device or Profile ID manually into the text box.
8) Put your Xbox USB flash drive in the USB slot if you haven't already
9) Click "Save to Device"
10) Select the profile to save to and click on "Select".
11) Close Modio
12) Right click on the icon in the system tray (lower right corner of the screen) for ejecting removable drives. On Windows XP if you hover over it with your mouse it says Safely Remove Hardware. Right click it, choose "Safely Remove Hardware".
13) Select "USB Mass Storage Device" and click "Stop".
14) It lists the devices that this will stop, which should include your USB flash drive. Click "OK".
15) Windows will tell you it is now safe to remove the hardware. Remove the USB flash drive from the USB port.
16) Put the USB flash drive in the Xbox and play off it as normal.
I tried skipping #7. Modio automatically adjusts the profile ID to match the profile selected when you select Save to Device, but does not change the device id. To be safest it is best if the device ID is set to match your own Xbox's device ID, but it still appears to work even when I don't do that.
I would be surprised if the tool you are using instead of Modio actually does not work, but you may not be operating it properly. I can't provide you instructions because I've never used it. I suggest you use Modio 3.0 and follow the steps listed above and see if that will make it work for you.

I tried the Horizon program and you are correct that it can edit the Console ID, which Modio does not. It is a third data item in addition to the Device ID and Profile ID. WillowTree# also does not set this value so every time you save a savegame in WT# the Console ID will become 0.
However, it does not appear that either Device ID or Console ID are needed to load a savegame so this poses no problem in that regard. When you play it and save the game in Borderlands it appears that both the Device ID and Console ID get automatically updated to reflect the actual Device ID of your USB drive and Console ID of the console used during that game session.
The files produced by WillowTree# are about 4k smaller than the one from the Xbox because the icon has a different size but this also does not prevent the saves from working.

I can verify for you that Horizon also worked fine with your savegame on my Xbox.
I followed these steps:
1) Open the savegame in WT#
2) Save the savegame in WT#
3) Close WT#
4) Start Horizon
5) Click Tools
6) Click Package Manager
7) Click Open, select the savegame file that was just saved with WT#
8) Put your Xbox USB flash drive in the USB slot if you haven't already
9) Enter the proper Profile ID in the box or click Change and select one if you have some stored.
10) Click Save to Device, answer Yes when it asks if you want to save first
11) Close Horizon
12) Right click on the icon in the system tray (lower right corner of the screen) for ejecting removable drives. On Windows XP if you hover over it with your mouse it says Safely Remove Hardware. Right click it, choose "Safely Remove Hardware".
13) Select "USB Mass Storage Device" and click "Stop".

16) Put the USB flash drive in the Xbox and play off it as normal.
Note that step 8 here is not always completely optional as Step 8 was with Modio. It must always be performed if you copy someone elses savegame to your USB drive because Horizon does not automatically update the profile ID during injecting the save onto the USB device as Modio 3.0 does. if you are only editing your own savegame not one that belongs to a different profile then you can skip step 8 the same as with Modio..
I've used Modio 3.0, XTAF USB Explorer v44, and Horizon v2.3.3.1 with the savegame you sent me after loading and saving it with WT# 2.2.1.102 and I didn't have a problem loading the save with any of the three on my Xbox. If you still can't get WillowTree# savegames to work, then please email me a copy of one of the "after" savegames that actually locks your machine up and I will try to crash my Xbox with that.

Okay so i believe ive done the steps here as you described them and it works. But from some additional troubleshooting it seems to be only happening after actually modding stuff and then saving it. and lately im not changing any values other than the quality and required level just to make it slightly stronger, but still has issues. I built a couple guns from scratch before it started doing this. which did work. I'll send you a modded file, and something I found im not doing is changing the profile id which i think you said was optional, but was actually step 9. because i think step 8 is required lol. But i havent needed to before. when it worked. I do really appreciate all your help here. Will be sending you the file shortly.

The new save you sent me works fine for me also. I'm at a loss here as to what the problem is. Maybe a dirty or scratched game DVD, corrupted Borderlands update on your drive, use of an old version of Borderlands that has some kind of bug… I'm running out of useful ideas and just grasping at straws now. Your saves work for me, so I don't know why they won't work for you.

Yeah thats weird.. Is it supposed to change the game icon? because the ones that dont work have a different icon and no console ID. Did you have to edit anything before you tried it?

I edited nothing. I just opened the file with Modio 3.0, used "Save to Device" to write it to my flash drive, shut down the USB drive, emoved it from my computer, then put it in the Xbox.
I thought you said that you were able to get it to work yesterday if you didn't edit anything in the save and just saved it with WT# with no changes as I did. If so then it not working on the modded saves has nothing to do with either the icon or the console id because they are always changed when you save in WT#, not just when you have modded an item. If it worked with them changed before it should still work with them changed.
Your problem is related to the changes you are making to your characters not their icons or their device ids if it is not caused by some kind of malfunction of your DVD or DVD drive. The same changes you are finding incompatible work fine for me. Its possible that you have some newer release of Borderlands that has some kind of anti-modding checksums in it or something of that nature that my version does not have. Its possible that you are using some version that was buggy and was subsequently updated but you are still using the buggy version and it is prone to crashing. If you aren't using a retail DVD and instead bought it in the Xbox marketplace then maybe there's something particular to Xbox Live that is causing it not to work. I always play the game on a local profile in single-player mode since I don't have an active Xbox Live Gold account.

If you are paranoid about Device IDs and icons and that sort of thing on your save then what you could do is try to open your fresh Xbox savegame with Modio, Horizon, or whatever, extract SaveGame.sav from inside of Save0001.sav. Edit SaveGame.sav in WillowTree# (it will appear as a PS3 savegame file), then inject the resulting SaveGame.sav back into the internal contents of the Save0001.sav.. This will prevent WT# from having to write any part of the Xbox package file related to Icons, Device IDs, Profile IDs, Console IDs and retain all the ones that were in the original Xbox file.
I don't think this will make any difference, but you could try it. If you are trying to figure out why it crashes I'd recommend changing as little as possible to start. If you can get it to load after saving with WT# without making any actual changes to the file, then try again and just change one item or one weapon and see the result. Make more changes until you can narrow down exactly which modification is causing the lockup.
since its just a PS3 format save file wrapped in an Xbox container file.
