So the reason this is happening is because your actual computers operating system has updated but the download is only running on Windows 7. Which is bs. If you're going to create a program manage to keep regular updates. I had the same problem, I went as far as deleting and tying to redownload it, of course this came with no avail. Hope this helps.

Your right. How about you learn to program and invest your time to help us deliver this 3rd party software to a october 2009 (> 7 year) game for windows 8, and 10 !

Of course benefit include:
1. Write on your resume that you know to code (and not program)
2. Decorticate obscure bugs (happen sometime and make your hair change white)
3. Read the rewarding user feedback (not always)
4. Not to mention that you are not paid (earn 0$ after more than 200h in this software)

The download is not an executable program, it is a zip archive. It doesn't come with an installer. You just unzip all the files and folders from the archive into an empty folder that you have read and write access to then double-click the executable in Windows explorer to start WillowTree#. If your version of Windows does not include some way to unzip files then download a third-party zip tool like 7-zip, WinZip, or WinRar to use to extract it.
Making an installer is something I never got around to and it was not that simple last time I looked into it. It may have gotten easier over the years.. I still support WillowTree# and try to fix bugs if people report them but I haven't actively worked on implementing new features (like an installer) in a few years and I don't expect to. The game is quite old now.
You can right-click and drag the executable to your desktop or start menu if you want to create a shortcut to start it when you don't have a Windows explorer folder open. If you decide you want to "uninstall" WT# then you just delete the folder that it is in along with all its files.
