I turned on the debug capability in config.php and found the error.
If I put the import-export bib plugin in the 'plugins' directory by unzipping
wikindx4.2.2.importexportbib4.2_1.6.zip (what sourceforge gave me)
to produce the directory
./plugins/importexportbib4.2_1.6
I then get the fatal error:
Class 'importexportbib4.2_1.6_CONFIG' not found in
/var/www/sites/outtek.grc.nasa.gov/wikindx4.2.2/core/modules/LOADEXTERNALMODULES.php on line 62
If I remove that plugin, then I get into wikindx 4.2.2 okay.
I hope there is a fixed plugin available.

Sorry about these problems you’re getting. If I understand correctly, 4.2.2 works fine now if the importexportbib plugin is removed. And that was the problem with the login screen.
From your description of the plugin error, it looks to me like I made a mistake in packaging the plugin for download. The plugin folder should be called just /importexportbib What happens if you rename it to that?
I’ll try to find some time tomorrow or Sunday to investigate and make the fix.

Problem solved. As suspected, it was a packaging error. v1.7 of the plugin, downloadable on this site, should solve the problem.
