I do not have admin rights/privelages so I cannot install any more dev tools.
I got MINGW and Pythin/Perl and so on but need a UML Tool that is lightweight
and portable, be able to reverse engineer java classes.
I stumb;led upon WhitestarUML, only an aged version is portable.
Can someone install / run the exe on their PCs and zip the folder up
and upload it here as a potential portable version? It should work
becasue all the resource files+DLL are contained within the main
program folder? From my previous experience compiling Delphi
projects were that the benefit of Delphi is that is can compile a self-contained
EXE.

WhiteStarUML is more a Windows application than a Delphi one. It uses COM extensively to integrate plugins and various modules written in C#. or JScript. COM requires registration and configuring it all in a side by side (install free) mode was a headache and was abandoned for now. Even the old no-install version still requires running install.bat in the admin mode. So for now this program is not recommended to be installed without admin rights.
