Due to a problem with auto updating, I downloaded the
0.29 installer manually and launched it from windows
explorer.
The first time it refused, because an earlier version
was installed.
This seems weird:
1) Auto installing a new version as a detected update
happily over-writes an older version.
2) Manually installing a new version fails unless the
prior installed version is manually uninstalled.
I can't see any logical reason that a manually started
install of a new version can't automatically de-install
the previous version in the same way that I presume the
automatic update does?
Ok, maybe an extra dialogue to confirm:
[de-install previous version y/n?]
during a manually launched update, but surely not a
complete failure?

I had this problem with 0.0.28.0, but 0.0.29.0 had no
troubles with 'over-installing' for me.
How odd.
