#185 More Informative messages for DW timeouts/Refusals

Rec'd this error when trying to access Discworld with
WhelkMUD. (See Attached)

It took me a few minutes to figure out that it was not
in fact a bug of WhelkMUD's, but in fact WhelkMUD
telling me that Discworld was inaccessible at the
moment and was timing out.

I only figured this out after trying to connect to
Discworld using GMud, where it happily provided the
output of:

%%% Connecting to 216.254.34.56 on port 23.
%%% Disconnected from server.
%%% Error Connecting: Connection timed out

To be 100% sure, I connected to another MUD without a
problem, and also made a quick attempt to connect to
the DW Web Boards through Firefox, of which I could not
achieve.

I'm getting to the point. :P

I'm suggesting that a more informative error is needed
for WhelkMUD when there is the inability to connect to
Discworld for X reason(s).

Something like....

Error Connecting: Connection timed out

Or if the connection is refused, something like:

Error Connecting: Connection refused.
