Initial Comment:
I found that Webware gives a 404 on this url:
"localhost:8080/foo%20bar" but manages to find
"localhost:8080/foobar" when both "foo bar" and
"foobar" is in the same directory. I think this ia bug
and that the solution is to call
urllib.unquote(baseName) in the filenamesForBase()
method in _FileParser in URLParser.py.

I noticed that I had already fixed that in a similar way 
(calling urlDecode in the parse() method of _FileParser).
