Summary: DecimalAttr.sqlType fails when numDecimalPlaces not defined

Initial Comment:
If the numDecimalPlaces key is not set for a decimal
datatype.  The problem is with line 259 of
MSSQLSQLGenerator.py.  It doesn't check to see if the
key exists before accessing it.

This should be fixed by the latest cvs updates. Seach
MiddleKit/Docs/ReleaseNotes-0.8.html for "decimal" for details.

Not also that numDecimalPlaces still works but is
deprecated. Use the keys Precision and Scale.
