Geoff is correct. The Application starts before anything else except the AppServer. Contexts and PlugIns are both started after the application. The correct place to do that kind of initialization is in the Context __init__ or in a PlugIn __init__. What use did you have in mind for this? If you've got a specific problem to solve, let's talk about that.
