#39 Create a configuration file to support multiple languages

The terms and error messages are hard coded. In order to support multiple languages a configuration file should be created e.g. language.ini

Internationalisation is a very important feature for wider adoption.

Given that we are about to re-design how WebSpa operates cryptographically in version 0.9, I propose to move this ticket out to a version after that point, i.e. version 1.0.
