#5 keep causes incorrect sieve script

when setting the keep flag while adding new rules,
websieve seems to
produce an incorrect sieve script -- placing a
semicolon at the wrong
place. The fix seems to be easy, and I am enclosing a
patch against
websieve.pl version 1.44. It moves the semicolon on
line 2076 to
(I think) the appropriate place.
