#49 Localization

I want to add bulgarian localization to WEBO. How I can
do that?
I made folowing:
1. Create directory $WEBODIR/locales/bg
2. Copy files from $WEBODIR/locales/fr
3. Edit files 'holidays' and 'messages.php' and replace
french words with appropriate bulgarian translation.
3. Edit $WEBODIR/modules/base/config-language.php and
add 'bg' => 'Bulgarian' to $lang array and 'bg' =>
'Bulgaria' to $holidays array.

So the new menu items in Config->General: Language &
Localization has appeared but every time when I go to
next page of WEBO my browser changes character coding
to 'Western (ISO-8859-1)' and messages becomes
unreadable until I change character coding to CP-1251
by hand.
What I have to do? How I can make WEBO to do this
automaticaly for me?

I have one more question:
Some of holidays (for example New Year's Day) doesn't
appear in month and week view but are specified in
$WEBODIR/locales/bg/holidays (and uk/holidays too).
What is the reason?
