This standardized set of categories shall be the top level categories, under which a system of dynamic tags can be made.
Creation of new top level categories would not be allowed, as that involves changing the layout of the icons on the main page.
Creation of a new sub category should only be allowed after there are a noticeable number of ads in the parent category. This limit should be about 15 I think. So if a category only has three items in it, there is no point in creating a new subcategory within it.
Also, any sub category which is a bottom level, should it go empty, it should be removed automatically.
Mid-level categories that go empty, with a total of ads in it's immediate subcategories of less then twenty, should delete the immediate subcategories and move those ads and any deeper subcategories up one level to itself.
