While we do not use PeopleSoft we are currently in the middle of a 
Banner integration and the consultant from SCT/Banner told us that that 
is a known issue with WebCT-Banner integration.

With Banner, to prevent this problem when you restore a course backup 
you need make sure you select the "Keep users" button instead of "Update 
users" button.  Also, having the "User Data" setting on the "Settings" 
page set to leave user data when students are removed from the course 
affects how students are handled when course backups are created/restored.

One way to work around this problem would be to upload the backup to a 
development WebCT server and restore it into an empty course shell.  You 
then reset the course and make a new backup.  The new backup should only 
contain course data at this point and you can then use the new backup to 
restore your course content.
