[Webct-admin] Problems with People Soft Integration

I'm having some issues with our CE 4.1 installation for Fall. We've
found out that designers can restore students from the backup,
overriding the integration setting that says they are not allowed to do
that. We've re-checked the integration settings and they all check what
the integration settings recommend.

Any ideas or solutions?
