How license keys work depends upon your version. Campus Edition license key is not IP based but domain based. We had to do this for load-balancing. The bulk of its license protection is in the signed contract for CE (basically each license only covers a single institution, anything else is custom quote, at least that's how I've heard explained to me. As usual with this kind of stuff the account reps know best). For SE and previous versions, it's based on primary IP address. The license key is only for production servers. If you're running a test server you don't need a license key.
