Weird, Western Michigan University is running one box, with two IP
addresses for the two instances of WebCT we are running.  The
behaviour you describe below is not what we see.  We are running 3.1
and 3.6 on Solaris 8 and have two seperate keys for the corresponding
IP addresses.  (Both instances are from a fresh install.)
