[Webct-admin] license keyed to secondary IP address of machine

I have a webct installation that is being hosted on a machine as a
secondary service (not the primary web server for the machine).  We have
a secondary IP address on the machine and have set the BindAddress set
to the second IP address for the machine.

The license manager will not accept the license key for the secondary IP
address, but will only compare it with primary IP address for the
machine.  Any ideas how to get the license manager to look at either
address (or the secondary one)?
