I will try to investigate. Chances are high that it will be resolved with the next release due to the update of the SSL core.

Should work now. However, I cannot at all connect to costco.com. Not even with a browser.

This is still an issue.
I can vist https://www.costco.com/ perfectly on a browser.

I tried that one. It seems that the page requires JavaScript not to be empty. If you disable JavaScript in any Browser completely (which is how WCM works) you get an empty page. This is a very bad style for a homepage, unfortunately. Without CURL supporting JavaScript (which will likely not happen) I'm afraid you are lost. What you could do, is to try a sub-webpage that also works w/o JavaScript.
